Dried plants; natural plants and flowers; all of the foregoing originating in Illinois and consisting solely of plants and flowers from hemp with a delta-9 tetrahydrocannabinol (THC) concentration of not more than 0.3 percent on a dry weight basis | Hemp cigarettes made with hemp originating in Illinois and containing CBD with a delta-9 tetrahydrocannabinol (THC) concentration of not more than 0.3 percent on a dry weight basis; Hemp flowers for smoking purposes originating in Illinois and containing CBD with a delta-9 tetrahydrocannabinol (THC) concentration of not more than 0.3 percent on a dry weight basis; Hemp herbs for smoking with none of the foregoing herbs for smoking having ingredients from hemp with a delta-9 tetrahydrocannabinol (THC) concentration of more than 0.3 percent on a dry weight basis; none of the foregoing goods containing, or consisting of, ingredients from hemp with a delta-9 tetrahydrocannabinol (THC) concentration of more than 0.3 percent on a dry weight basis
